One thing about the California Forever people is that they were just taking advantage of the inflated need for housing and safety by taking away farmland from distressed farmers. The thing is that they could do it legally. You see, Travis AFB is part of the Bureau of Land Management because of the large swaths of land the government was utilizing had to be sold and that land was sold to the Solano County that sold it to farmers who sold it unknowingly to a corporation trying to build a city. The Bureau of Land Management did the same thing in Monterey County. After NOAA dismantled a monitoring station that went into the Bureau's oversight and was sold at Government auction. You see its perfectly legal if you are not paying attention. Every sale and every transaction is published and there are local environmental and surveys done and it even posted for public comment.
